OXCON ACQUIRES FULL OWNERSHIP

Leading Auckland civil contractor completes buyout and looks ahead with confidence.

Oxcon has completed the acquisition of the 50 percent shareholding previously held in the company by CLL Holdings. Oxcon CLL Ltd is now fully independent and 100 percent employee-owned effective from 1 April 2026.

The move marks an exciting new chapter for one of Auckland’s most respected civil contractors, and a clear signal of where Oxcon is headed.

A Highly Sucessful Partnership

Oxcon and CLL have worked side by side since Oxcon was founded in 2012, formalising their alliance as Oxcon CLL in 2021. In the years since, Oxcon CLL’s team has planned, led, and delivered an impressive portfolio of landmark infrastructure; the award-winning Glen Innes to Tāmaki Drive Shared Path, the Panmure Basin Bridge Replacement, the SH1 Loop Road Upgrade, and a string of state highway bridge replacements that earned consistent praise from NZTA.

Acknowledgement of CLL’s Contribution

“CLL’s backing and input gave us the platform to take on bigger and more complex work with confidence,” said Steve Livesay, Founder of Oxcon. “That period enabled structured growth of the business, and we’re grateful for it. We part on excellent terms and with enormous respect for CLL and their contribution to the business.”

Terry Donnelly, Founder of CLL, added: “Oxcon is a first-class operation and it has been a privilege to jointly steer the business through this phase of its development. The team has built something genuinely impressive, a strong track record, a great culture, and a clear identity in the market. We wish them every success.”

A New Phase for Oxcon

With the buyout now complete, Oxcon’s directors and leadership team own the business outright and are excited about what comes next. The company will continue to operate as a specialist main contractor across bridges, boardwalks, marine structures, retaining walls, rail infrastructure, and complex civil works throughout Auckland, Northland, and Waikato.

“This is a genuinely pivotal moment for us,” said Matt Mules, General Manager of Oxcon. “We’re a tight, experienced team with a strong track record, a clear sense of identity, and the freedom to push ahead entirely on our own terms.”

“We know what we’re good at, and we’re going to keep getting better at it. We don’t chase volume, we go after the right projects, the technically demanding ones where good planning and sharp thinking make the real difference.”

For Oxcon’s clients and project partners, nothing changes. The same team, the same standards, and the same commitment to exceptional project delivery.
